Views on Horizon 2020 presented

Several European organizations are in the process of providing input for the Interim Evaluation of the Horizon 2020 Research and Innovation funding scheme. It is interesting to note that the opinions provided in many cases follow the same line.
For example several organization point out to the problem of complexity. The organizations point out that one of the aim of the EU Commission was to develop a simpler funding mechanism. In Horizon 2020 the rules should be simpler and follow the standard accounting rules. However, several organizations note that the Model Grant Agreement and in particular the Annotated Model Grant Agreement do not represent an simplification. In particular the Annotated Grant Agreement represents a heavy administrative burden that deters many participants in particular SME’s.
In addition, a common theme includes the low success rate in Horizon 2020 calls and the need to improve success rate. One possibility is of course to introduce narrower topics that would reduce the number of applications. Furthermore, the opinions voice considerable concern with the evaluation process. In particular, the views confirm previous observations that there is a growing concern among applicants that the evaluation system is not transparent and not always complete fair.
Several reports highlight the need to introduce better connections between different EU funding schemes such as Horizon 2020 and the European Regional Funds and/or European Investment Bank initiatives. This connection between different European funding schemes would provide strong synergies and several organizations express their hopes that the future European Innovation Council will be instrumental to achieve these synergies.
